What is the Affordable Connectivity Program (ACP)?

The Affordable Connectivity Program (ACP) is a federal government benefit program operated by the Federal Communications Commission (FCC) aimed at ensuring connectivity to eligible households. This new benefit aims to connect households to jobs, critical healthcare services, virtual classrooms, and so much more. Only one ACP per household, not per person, is allowed.

Am I eligible?

All new subscribers must demonstrate that they are eligible. In some states, a subscriber’s eligibility may be confirmed through a state database. Where a database is not available, subscribers must show proof of eligibility by demonstrating that they meet the income qualifications or participate in a qualifying program listed above.

The legislation defines “eligible household” as any household with at least one member who:


  • is qualified to participate in the federal LifeLine Program;
  • has a household income at or below 200% of the federal poverty limit;
  • participates in a LifeLine-qualifying government program;
  • is qualified to participate in the free and reduced-price school lunch or breakfast program;
  • has received a Federal Pell Grant in the current award year; or
  • participates in the Special Supplemental Nutritional Program for Women, Infants, and Children (WIC)

What does “one per household” mean?

Only ONE ACP service may be obtained per household. “Household” is defined as a group of people who live together at the same address and share income or expenses, whether related or not. If more than one household receiving an ACP benefit resides at an address, consumers must complete an Independent Economic Household worksheet to show eligibility for the ACP.

You may be eligible if you participate in a federal assistance program such as Medicaid, SNAP, SSI, or if your household meets the income threshold.

Are there any restrictions for this program?

Yes, there are a few simple restrictions. The Affordable Connectivity Program (ACP) service is a federal benefit program only available to individuals who participate in a qualifying government program or who are eligible based on their household income. Only one benefit per household is allowed; a household is not permitted to receive ACP benefits from multiple providers. ACP is not transferable to anyone. Customers must notify SafeLink Wireless within thirty (30) days if they no longer qualify to receive the ACP benefit.

TracFone Wireless, Inc. offers plans under its brands that can be supported by Lifeline, the Affordable Connectivity Program (ACP), or both. Lifeline is a government benefit program. Only eligible consumers may enroll in Lifeline. ACP is a government benefit program operated by the Federal Communications Commission. Households may be eligible for ACP if they are qualified for Lifeline, free or reduced-price school lunches or breakfasts, Special Supplemental Nutrition Program for Women, Infants and Children (WIC), a Pell Grant, or have income less than or equal to 200% of the Federal Poverty Guidelines. Lifeline and ACP supported services are non-transferable and limited to one per household.
When you enroll in ACP or Lifeline with us, you consent to our sharing your information with the Universal Service Administrative Company to ensure the proper administration of these programs. You authorize us to communicate any information provided to us to the Universal Service Administrative Company for the purpose of providing the Lifeline and/or ACP benefit to you. If you currently receive ACP or Lifeline from another provider and you enroll in those programs with us, your other ACP and/or Lifeline benefit with the other provider will be terminated. You are not required to enroll in ACP to enroll in Lifeline or to enroll in Lifeline to enroll in ACP. You may choose to enroll with us in ACP, Lifeline, or both or you may choose another provider for either or both government discounts.
